That is, apparently, possible.

"Governor Jeb Bush has declared a state of emergency, which allows the state to oversee evacuations and call in the National Guard."

Should the president intervene or can his brother handle this?

Jeb can't handle his own family... how is he suppose to handle a State? His son was just arrested for drunk driving, his daughter was arrested recently for tampering with perscriptions.... Great family those Shrubs!!!

Governor Bush did a great job with the hurricanes we had last year. We have a Governor who is capable of handling the state, but I guess you knew that already.
